HB Singh is a crook in DST. Any body who can give 20% of the total grant money to HB Singh is sure to get the grant - whether she has a career break or not. Take the example of KL University, Vaddeswaram, Vijayawada/Guntur. Kotamraju sarathkumar manages this deal with HB Singh everytime and the chancellor, koneru satyanarayana is involved in this. This is to avoid paying salaries for the KLU women faculty and adjusting them in some kind of women scientist projects. There are atleast 4 different women scientist projects approved to KLU by HB Singh and each one has paid 20% of the project money.
